California Enacts PAGA Reform – On July 1, 2024, Assembly Bill 2288 and Senate Bill 92 were signed into law, significantly reforming California’s Labor Code Private Attorneys General Act of 2024 (PAGA). This reform removes an initiative from the state’s November 2024 ballot to repeal the PAGA law. The reforms apply to PAGA matters filed on or after June 19, 2024.

Hawaii Enacts Captive Audience Ban – On July 2, 2024, Hawaii enacted a captive audience ban, protecting workers from retaliation for refusing to attend meetings or listen to their employer’s speech on political matters. The new law also became effective on July 2, 2024.

Illinois Bans Coerced Employee Participation in Political or Religious Meetings – On July 31, 2024, Illinois enacted the Worker Freedom of Speech Act. This law protects workers from punishment or retaliation for refusing to attend meetings or listen to their employer’s speech on religious or political matters, including speech regarding labor unions. The new law takes effect on Jan. 1, 2025.

Massachusetts Enacts Pay Transparency and Pay Data Reporting Law – On July 31, 2024, Massachusetts enacted the Frances Perkins Workplace Equity Act. This law requires employers with 100 or more employees to provide pay data reports to the Massachusetts state secretary effective Feb. 1, 2025, and employers with 25 or more employees to disclose the pay range in job postings effective July 31, 2025.

New Jersey Upcoming Employer Registration Deadlines for RetireReady NJ – Employers that are required to participate in New Jersey’s state-facilitated individual retirement account (IRA) savings program — known as RetireReady NJ — must register or certify an exemption for the program in September or November, depending on their company size.
